Checkout Question Turn off and on Question

The Checkout Questions do not seem to have an option to turn them off and on? is there a way turn a single question or multiple questions off and on so they can be kept instead of deleting? The option to turn a question off and on would be a great help to our sales team.

Another option would be if we cold attached a checkout question to a class of products, particular manufacture or a single item that is placed in the cart
