editing terms and conditions

Does anyone have any information on how I would go about editing the "Terms and Conditions" page?

Go to "site content" then under extra pages there shoud be a page listed there for terms/conditions.

click content - if you are using the default terms, you'll see database feed checked. click button next to it to modify the feed.

Click edit to change each policy. Note that you also have to modify the short description at the top if you are changing the text within the first 250 characters in the large field below.

Terms & Conditions

Why would anyone in their right mind place the content for Terms and Conditions in such an out-of-the way place? I can't keep track of what content lives in the Site Content, System Messages, Language... it's crazy!
