Display Rates for Shipping

We want to automatically display all the shipping rates. We don't want the customer to have to click "Display rates". Customers often miss this step. Can it display all the rates at the beginning?

Due to the terms and services of the shippers, they cannot be automatically displayed.

There's nothing that can be done about this? I feel like this is too easy to skim over or miss and could cause to lower conversion.

I online shop all the time and don't think I've seen this on other sites.

Yea, I've never seen this either on other sites, just on ours. What terms of service are you referring to?

Obviously i can't divulge certain things but the agreement is common with a lot of companies. The shippers want the "display rates" to be an option so that there isn't a preference given to any particular shipper.
