global right banner

I am trying to figure out how to add a global right banner to my site, the template im using doesn't have one. Im pretty sure I need to edit the frame.html file correct? But how do i make it so that it matches the left side, and i can add content to it through the global header/footer section on the admin panel. Any suggestion are appreciated, Thank you.
