Need different Checkout pages for Retail/Wholesale

I need some direction, or suggestions on how a person might be able to make two checkout paths - I'm using the 3 step checkout and there's a lot of extra information that I want Retail customers to see and visa versa with my Wholesale customers during this process...

Seems to me that one would have to build a Cart page that would tell if the person was wholesale or retail and then push them down the unique checkout path.

Any help would be greatly appreciated.
