Step 1 Check out

I'm kinda curious if anyone out there can tell me if they have a decent amount of step 1 check outs? At first I thought this may have been actual customers but now I'm wondering if it's something else?

Many customers add to cart to see the shipping charges taxes etc while they are shopping around. Sometimes customers leave them in the cart so they will pay later when they have the money or decided for sure... etc.

Unfortunately we get a lot of Step 1 checkouts from spammers from countries like the Ukraine who are spamming some of our pages. Still trying to figure out how to stop this completely. We currently block individual IPs, but it doesn't seem to take long before they spam again with a lot of crazy URLS and information. Very frustrating. :mad:
