I purchase products from several vendors. Most of the products on my website are stocked in house, but I do have a few that aren't. Is there a way to use FTP with my vendors site so I could upload their quantity on hand and then update my 3dcart store? That way if the vendor was out of stock my website would be updated as well.

Not really, without heavy coding. There is no built-in way to import data via FTP.

You would need to use their API to update the database with the stock file. This requires fairly advanced programming knowledge.
