Free shipping for electronic files

Hi,

I sell free PDF patterns. I have ticked free shipping and ship by itself - which works perfectly for local purchases.

However, when someone international goes through the checkout process it calculates shipping and the user invariably abandons the cart. Is it possible to have a global free shipping option for electronic files or am I missing something?
