Phone number Invalid (not true)

Where do I find the system message "Invalid phone number" ? It needs to be changed to:
"Invalid or missing phone number. Please check to make sure phone number is entered in both shipping and billing fields."

Reason:
If the customer does not complete the phone number in Shipping, "invalid phone number" is displayed. Happened to me and I couldn't figure it out. I just knew I had entered the right number. So, I can imagine customers getting frustrated easily. Fix is easy. Can't find the answer.

I would have thought it would be in 'System Messages' but didn't see it. Sorry I can't be more help but please post back if you find it.

Do you use paypal? Maybe it's a paypal error?
