Discounting Gift Certificates

We want to run a promotion next week for those who waited too long for shipping where the customer gets either 5% or 10% off Gift Certificate purchases. E.G. you pay $90 but get a $100 certificate.

I cannot get the Promotion to work in testing - We have a product called Gift Certificate that has a drop down to select pricing. It has the "gift Certificate" thing marked in the product info.

In the Promo Manager on the coupon, I have it added as a product under Promotion Offers and also added as an Eligible product under Promotion Rules.

The promotion shows in the cart, it just does not apply the discount.

Is there a way to make this work?

The promotions manager is very weak - we tried that and our workaround was to provide an additional gift certificate (buy x get y) which I think we were able to make work as a promotion

The one thing to be careful with discounting Gift Cards, is that they can use a another promotion code when redeeming them. Gift Cards are a payment method, so there is no way to prevent this double discount.
