Promotion Issues - Why does this happen?

I need help with this one.

Customer buys qty 2 of an item that is $25 for 1 or $40 for 2. A promotion is set to make the price $40 when 2 are purchased.
Customer also applies a $10 coupon code for orders of $50 +. It takes, customer is now down to $30.
I offer free shipping on orders of $35+. Guess what, the customer also got free shipping.

It appears 3DC promotions and run off the sub total. My free shipping offer is set in the shipping settings and is not a promotion.
How do we get promotions & custom shipping offers ( like free shipping) to come off the actual total and not the higher sub total?

Perhaps selecting "Calculate Shipping By Value After Discounts" might help. You can find this under Settings > Shipping.

This doesn't work. I believe it only applies to Shipping by Value methods and not free shipping threshold. This has been an issue for us as well.

I got the shipping to work. The grand total must be above my threshold of $35.
