Calculate Shipping on View Cart page

On my View Cart page, I have the Calculate Shipping block enabled but it doesn't allow the customer to select which shipping option they want. The option display as a list -- how can I make it so that they display as radio buttons or drop down box?

This is what I'd like to do on the View Cart page.
