Promotions & Customer Groups

Trying to setup a promotion for the discount group "none" and one other customer group. The "All" option will not work as some groups already get a hefty discount of the list price. It appears this is not possible. Or is there something I'm overlooking or a trick?

(Creating two promos, two marketing emails and filter through our subscribed list will not be a realistic option)
