Does anyone know what this is? EOF: Header Tags SEO Generated Meta Tags?

I was searching a competitor’s site and I see this just below their Meta Tags in their html code.

My guess is that it means they used a tool to automatically write metatags, and that tool put that little snippet in there after it.
