California recycling fee

For all lcd sales in California I am required to collect a recyling fee that is non-taxed (This is in addition to sales tax). This fee needs to be added to all monitor and laptop computer sales to CA residents and is based on the lcd size. If the screen size is less than 15" then the fee is $6, over 15" is $8. Is this possible with your shopping cart?
