Where is the "Tax Id" text defined?

I can't find it!
Is it in store language? I've been looking and can't find it.
I can find Company but not tax id. Thanks!

It is on the register.asp page at the top level when you view files via FTP, but it does not show up in admin and when I try to download I get an error that I do not have permissions. I wanted to update that as well, as we previously were not requiring people to login to accounts and we had to have the original checkout file restored yesterday due to an error, and now require account login.
