Recommendations for programming changes outside of 3DCart

Can anyone recommend a 3rd Party company to make some minor programming changes that isn't 3DCart?

Do we have access to the .asp files? If so - where are they?

Pretty sure that the ASP scripts are locked. Custom coding has to be done by the 3DC staff.
