Am I able to move code blocks between templates? I tried adding the promo code block from the view cart page to the account page but the variables would not populate. Do I need additional script on the account page or my just doing it wrong?

Many template blocks only work on the page for which they were originally intended. And some blocks that are functionally the same have different syntax between pages.
The guide here is pretty thorough on what you can put on each page, although it isn't 100% complete:
