Confused about Responsive Template

I have a 3dcart template that was a customized by a 3dcart web designer. Is is possible for it to be converted to a Responsive Template or do I need to start with a new design that is already responsive ready?

If starting with a new design, are all the pages and content saved into the new design?

Right now I have the mobile option enabled but it's not pretty just listings of categories.

When they made our template responsive, it defaulted back to the original layout.

I started with a custom template......I'm going to put a call into 3dcart and see if I can get some more info. Thank you for the reply.

It is much easier and less expensive to make an already responsive template resemble a current design, rather than modifying what you have to be responsive.
