Display all shipping rates

Would anyone know if it is possible to display all the shipping rates, rather than the standard drop down box? I'd like customers to see all the available methods/rates without having to click the down arrow on the box to open it up.

Change the display to "block" in this line of text on your shopping cart template.

Sorry, I should have been more explicit. The checkout shows all the rates. I am referring to the view.cart template, before checkout begins.

Are you asking for under the shipping "quote" section? It would be a similar code change, just on that template file.

Yes, but the code you reference does not exist on my cart template; possibly a hidden template?
