Managing order status through cart

As part of our store, we would like to let the user fill their cart with items, provide their contact details and then let us know they would like to receive a formal quote for what is in their cart.

Anyone know of a way to create a button (call to action) that will update the order status to something we specify?

You can setup a payment method called... "Request quote".

Then in the options for that payment method make orders that use it go to the "unpaid" status.
